The site arranges introductions and nothing more. When a contractor and an owner agree on a season, a monthly plan, a per-storm rate or anything else, that agreement is between the two of them. This site is not a party to it, does not set its price or scope, does not collect payment under it, and does not supervise the work.
Being referred does not guarantee that a contractor will have room on a route, will offer you a contract, or will offer one at a particular price. No response time is promised, either for replying to a request or for clearing a drive after a storm; in a winter that brings well over a hundred inches of snow, every operator falls behind at some point. Nor does this site guarantee the quality or outcome of any contractor’s work. Questions about the work, its timing or damage connected to it belong with the contractor and the contractor’s insurer.
